Title: In Virtual Learning Environments - Analysis of the Preconditions and Obstacles of a Necessary Shift in Paradigm


Abstract

Technical and Vocational Education and Training (TVET) play a vital role in the social and economic development of a nation. The Government of Pakistan has endorsed the National Skills Strategy (NSS), setting overarching goals which are focused to achieve two main paradigm shifts: the shift from time-bound, curriculum-based training to flexible, com¬pe¬tency-based training and the shift from supply-led training to demand-driven and out¬come-based skills development.
Competency-Based Education and Training (CBET) is an approach, in which skills, knowledge and attitudes are specified in order to define, steer and help to achieve competence standards, mostly within a national qualifications framework.
The basis of a corresponding change from content-oriented education and training towards a competency-based education and training is related to the conditions enabeling learning as well as the interaction and communication processes in the training institution as well as in a virtual learning environment: the lear¬ning culture. Typical elements of the lear¬ning culture are the teaching and learning methods, the communicative behaviour of both teachers and students, as well as the design of the interaction.
The speaker will identify necessary preconditions of a com¬pe¬tency-based approach to teaching, training and education and the respective needed facilities of a suitable virtual lear¬ning environment.
